Buying HMS 1 and 2 and Used rails on CIF

I am a sourcing agent - I do not sell nor buy. I have received an inquiry regarding Ferrous Scrap.
Please find the original excert of the buyer:

"We intend to purchase Ferrous scrap – Hms 1 2 and/or Used Rail scrap to CIF, Nava Sheva Port, Mumbai, lndia.
The first shipment includes one or two containers of Used Rail Scrap or HMS 1 scrap.
After trial shipment we'll subsequently increase our order quantity.
Payment term is 100% LC.
We are prepared to move quickly on the transaction and believe we are well suited to do so.
This letter summarizes our proposal.
The closing will be subject to the negotiation and execution of definitive transaction documents that will include, among other things, customary representations,covenants, and indemnities by the Seller and their principals regarding the business, operations, and financial condition of the Business.
A precondition will be a visit before any payment procedures and invoked."
