Looking for a reliable supplier of used rails from the Middle East

We are geniune buyer from Asia, and looking for serious supplier to supplying used rails 100% R50 & R65 ISRI CODE: #200-202 from Middle East country, such as in Suadi Arabia or any country in Middle East. but... NOT Russia or Africa. Please offer your more competition price quotation for the requirement as following:

1.) Commodity : Used Rail Scrap R50 & R65
2.) CIF, CFR Price : USD$ /MT
3.) Quantity to Order : 2 Millions MT/Year
4.) Required for Cuting lenght: 1.0 or 1.5 Meter lenght (Not more than 1.5m lenght)
5.) CIF Destination to China Rizhou Port, with others main port in CN.
6.) Quantity to order: 2 millions per year, and every loading to 50k bulk vessel for each shippment.
7.) Monthly quantity 50k/mt x 2 to 4 bulk vessel.
8.) Payment term arrange: each shipment 50K/MT, by 100% irrevocable, non-transferable L/C with auto revolving at Sight via swift MT700.
9.) Purchase order quantity: every 6 months per contract agreement x 50k x 6 shipments per contact agreement with different dicharging port.
10.) Purchase quantity approx: 2 million +/MT/per year.
11.) Seller allowed buyer team arrange schedule for stock yard visit and sign contract immediately at the same time with their own traveling cost.
12.) Pre-Shipment Inspection (PSI) Required, yard visit prior to loading inspection in every of shipment before

14.) Provide AQSIQ inpection
15.) Payment Terms: by 100% irrevocable, non-transferable L/C auto revolving at Sight via swift MT700 for each shipment.

* but seller should allow for yard visit and enter the contract agreement to sign for next 3 months per contact in 900k/MT, mean is 50k x 6 shipments (totally 900k/MT) per contract agreement, then continue to sign after pass it in every 3 more months (900k/MT) in per contract.
