Looking for used rail 50,000MT a month on CIF

I have a direct buyer in USA looking to buy used rail with following terms:

Quantity: 50000mt x12 months CIF Turkey
Payment: 100% LC at loading against shipping document
Targeted price: $220 CIF if Africa Origins, $230 CIF for Eeuropean and US Canada origins.

Seller needs to provide Proof of goods, BL and analysis report before buyer issues any BCL and any bank instruments. Inspection is loading is needed.
