After filling the petition in September 2009 Chinese imports of seamless standard, line and pressure pipe have undergone a great increase by more than 290 percent in the three months.

That fact made U.S. Steel response Chinese companies with filling the petition with other parties.

The purpose of these measures is to establish remedial duties assessed on certain imports that came into the U.S. market after the filing of petitions, but prior to the time in which duties are normally assessed.

When the foreign producer try to quicken imports in order to escape duties, they can be assessed on imports that entered the U.S. up to 90 days prior to such a determination according to the U.S. international law.

Hereby, at the beginning of the January the U.S. considered that Chinese-made steel wire decking (amounted to more than $300 million) were improperly sold at too low prices. So, the additional duties of 43 to 289 percent were introduced on these imports.

Moreover, on Tuesday were imposed the prior anti-dumping duties in addition to those introduced by the Commerce Department in November. Than it was made in order to compensate government subsidies, which were given to Chinese wire decking producers. The size of November duties was ranging from 2 to 438 percent.

Remedial duties could be assessed on imports appearing at the market within 90 days prior to publication of the preliminary duty determination in those case, if the petitioners filing is successful with the Chinese pipe.
